About the Role
We are seeking an accomplished and commercially minded Head of Human Resources to lead and transform our HR function in Saudi Arabia.
Eligibility: This opportunity is open to Saudi Nationals only, in line with the organization's Saudization strategy and applicable employment regulations.
This is a strategic leadership opportunity for an experienced HR executive who thrives in a dynamic, fast-paced environment and has a proven ability to align people strategies with business objectives. Reporting directly to the Chief Executive Officer (CEO) and partnering closely with the Executive Leadership Team, you will drive the organization's people agenda, strengthen organizational capability, ensure regulatory compliance, and foster a high-performance culture.
The successful candidate will bring extensive experience within the Saudi market, with deep expertise in Saudi Labour Law, Saudization, organizational development, employee relations, and HR transformation.
Key Responsibilities
Strategic HR Leadership
- Develop and execute a comprehensive HR strategy aligned with the organization's vision, business objectives, and growth plans.
- Serve as a trusted advisor to the CEO and Executive Leadership Team on all people-related matters.
- Lead workforce planning, succession planning, organizational design, and talent development initiatives.
- Drive HR transformation projects that enhance employee engagement, productivity, and organizational performance.
- Build scalable people practices that support business growth and long-term organizational capability.
Labour Law & Regulatory Compliance
- Ensure full compliance with Saudi Labour Law, Ministry of Human Resources and Social Development (MHRSD) regulations, and all applicable employment legislation.
- Oversee employment contracts, HR policies, disciplinary procedures, employee relations, and termination processes.
- Monitor legislative changes and implement policy updates to maintain compliance.
- Lead HR governance, compliance reporting, audits, and documentation standards.
- Maintain best-in-class HR practices that align with local regulatory requirements.
Saudization & Government Relations
- Develop and execute effective Saudization strategies aligned with business objectives and workforce planning.
- Ensure compliance with Nitaqat requirements and other national workforce initiatives.
- Build and maintain productive relationships with relevant government entities.
- Oversee statutory HR processes through platforms such as Qiwa, GOSI, and Muqeem.
- Support the attraction, development, and retention of Saudi national talent.
Employee Relations & Organizational Culture
- Foster a positive, inclusive, and high-performing workplace culture.
- Lead employee engagement and retention initiatives that strengthen organizational commitment.
- Manage complex employee relations matters with professionalism, fairness, and confidentiality.
- Champion diversity, inclusion, employee wellbeing, and company values.
- Promote a culture of accountability, collaboration, and continuous improvement.
Performance Management & Organizational Development
- Design and implement performance management frameworks that drive accountability and high performance.
- Lead goal-setting, performance reviews, talent development, and succession planning initiatives.
- Identify organizational capability gaps and implement targeted development programs.
- Partner with business leaders to improve leadership effectiveness and team performance.
Compensation, Benefits & HR Operations
- Oversee compensation structures, salary benchmarking, and annual remuneration reviews.
- Manage employee benefits, including medical insurance, leave administration, and wellbeing programs.
- Ensure payroll processes are coordinated accurately with Finance.
- Continuously improve HR systems, policies, and operational processes to support organizational growth.
- Implement scalable HR technologies and best practices.
HR Governance
- Develop, review, and maintain HR policies, procedures, and employee handbooks.
- Establish robust governance frameworks and internal HR controls.
- Ensure employee records and HR documentation are maintained accurately, securely, and confidentially.
- Drive consistency, transparency, and compliance across all HR activities.
Leadership & Team Development
- Lead, mentor, and develop a high-performing HR team.
- Foster a collaborative, accountable, and results-driven culture within the HR function.
- Coach business leaders on people management, performance improvement, and employee development.
- Promote continuous learning and professional development across the organization.
Qualifications & Experience
- Bachelor's degree in Human Resources, Business Administration, or a related discipline.
- Master's degree or a professional HR qualification such as CIPD, SHRM-SCP, SPHR, or equivalent is highly desirable.
- 10–15 years of progressive Human Resources leadership experience, including significant experience in Saudi Arabia.
- Strong working knowledge of Saudi Labour Law, MHRSD regulations, GOSI, Qiwa, Muqeem, and employment compliance requirements.
- Demonstrated success managing Saudization (Nitaqat) initiatives and workforce localization strategies.
- Proven experience partnering with CEOs and executive leadership teams to shape organizational strategy.
- Expertise across organizational development, employee relations, compensation and benefits, HR operations, and talent management.
- Outstanding leadership, communication, negotiation, and stakeholder management skills.
- Fluency in English is essential; Arabic language skills are highly preferred.
